The law in Colorado, in plain English

Colorado voters approved Proposition DD in November 2019, and sports betting under that law (HB19-1327) began on May 1, 2020. The Colorado Division of Gaming licenses and polices the books under rules set by the Limited Gaming Control Commission. Every online sportsbook is tied to a casino in Black Hawk, Central City or Cripple Creek, and those casinos run retail sportsbooks too. You must be 21. A new law, SB26-131, took effect Aug. 12, 2026: no credit card deposits, no more than six deposits a day, no texts or push alerts urging you to bet, and no ads aimed at audiences under 21. Separately, since July 1 books can no longer deduct free bets from the 10% tax, most of which funds the state water plan.

Colorado has not ordered prediction markets out of the state or sued them. The Division of Gaming says it is watching the court cases elsewhere, and Attorney General Phil Weiser joined other state attorneys general this spring in telling the CFTC that sports event contracts belong under state law. For now Nuggets fans can use Novig, a CFTC-regulated exchange where you take a position at a price set by other traders, along with Kalshi and Polymarket US. SB26-131's limits apply to the state-licensed sportsbooks, not to federally regulated exchanges.
